My phone is not working

My phone is not working. I cannot turn off my phone, I cannot go into ANY apps, I cannot receive calls. I can only scroll through my home and lock screen. I have no clue what to do and am open to suggestions.

here is the user guide's instructions for a force restart, I'd try that..
