The next step you can try it to sign out of your Apple ID for iTunes and Music. To do that, you can go to Settings > [Your Name] > Media & Purchases, tap Sign Out, and sign back in.

Have you tried to restart your iPhone? Also, are you currently on a stable network? Have you tried to use another network to make the songs available for offline? Are you facing any issues when just streaming the songs?

It seems like you aren't able to download music even after following the article to troubleshoot. What happens when you try to download music? Do you have an active subscription to Apple Music? You can follow the steps here:

Thank you for the reply, yes i do have an active account - I simply transferred everything from my old phone to the new 13 pro like I have done each and every time I buy the newest iphone --- for some reason when I hit the cloud with down arrow to download the song nothing happens ....?? I don't get it....

Yes I did restart my phone, iut didn't work. Also turned off the wifi abd it still didn't work... I am so frustrated
