Can I get the whole 50 GB if I pay $0.99 once?

It is a monthly subscription. If you stop paying, then it will revert back to the 5 free gigs. Any data that was in the extra storage space beyond 5 gigs will be deleted.

You pay it monthly for as long as you want the extra storage. When you stop paying, the extra space will go away.

Troubleshooting iCloud Storage:

The 50GB is Cloud Storage.
