If you have purchased a pre-owned iPad - that was remotely placed in Lost Mode after you acquired the iPad - suggests one of two possible scenarios.

1) The iPad was not correctly prepared by the previous owner for re-use.

2) You have unwittingly purchased a device that was lost/stolen and sold-on to a retailer of pre-owned devices.

In either case, if you have purchased the iPad from a retailer and you presumably do not have the means to independently contact the previous owner, you have no alternative other than to return the iPad to the retailer. The device will be Activation Locked - from which there is no possible means of recovery unless you are the owner of the AppleID account that previously activated the iPad. The iPad is indistinguishable from a stolen device; Apple will not assist you - and none of the contributors here will be able to offer any practical assistance.

Contact Apple:

Who is the seller? If this is a new purchase from Apple, then contact Apple. Let them know that it was locked out of the box (seems to be the case).

Why the Wait:

Phone calls are taking a bit to go through at the moment, due to lots of calls. With the Coronavirus Pandemic, many are at home at the moment, with much time on their hands to contact Apple. So, just stay on the line, and you will get through :)

If the seller is not Apple, then return it, asking for a refund.
