Is there anyway to set 0 minutes for app limits and only grant when requested?

Would like a way to block apps unless a request is made. Currently within app limits you need to set a 1 min and would like to have a 0min option.

Thank you for participating in the Apple Support Communities! We understand that you're wanting to block access to an app until you've approved it using Screen Time. This is not currently possible when setting limits for app use. The alternative would be to turn on downtime, selecting the apps you want to allow, and adding this app to the don't allow list:
