I've updated both iPhones to iOS 15.0.2 and am having issues on both phones being unable to send/receive text messages and send/receive calls. Only way it works is if I'm on Wi-Fi. One iPhone is an iPhone 11 and the other is an iPhone 13.

If the Cellular Data setting is turned off, then the iPhone will only use Wi-Fi. Learn how to View or change cellular data settings on iPhone.
