Update using hotspot

I know this question has been answered, but it needs to be brought to Apple Support’s attention again. I live in a rural area and more than an hour away from the Apple store. I do not have in home Wi-Fi. I do not have access to broadband where I live at. I rely on my hotspot and cellular data to accomplish things. I need to be able to do an update to my iOS system via the hotspot connection. At one time this was no problem, please correct this problem in future updates. I’m starting to consider options other than Apple products.
