You can't get it while in the United Arab Emirates.
If you're outside the country and your unit is running 13.6 or newer, select your country in Settings.
If you're outside the country and your unit is running an earlier version, you'll need a Middle Eastern SIM card, not including ones from the UAE or Israel.
