What is the maximum useful size and speed of memory upgrade for a mid-2011 Mac Mini running macOS High Sierra? I currently have a total of 8 GB of RAM installed on the 2 full card slots. Is that the maximum memory that can be installed on this Mac Mini?

I just read on support.apple.com that a mid-2011 Mac Mini supports a maximum RAM of 4 GB x 2 = 8 GB total.
You say the maximum RAM is 16 GB, which is 8 GB x 2 modules, I assume.
Is the full 16 GB maximum RAM all usable?
