Are you saying the NFC on the phone is not working?

Since we are all users here we cannot troubleshoot NFC issues. What you can do though is go to this link Contact Support and they can perform a hardware diagnostics while you chat with them or you can make an appointment at your nearest Apple Store Genius Bar for an evaluation.

What error are you getting? have you added a bank account to it yet? have you verified your billing address?

yes, both the NFC wasn't working as well as pay by passcode on the Apple Store. Something hiccuped. Even a hard restart couldn't fix it. Will update to OS15 tonight and if it still has a problem I'll head to the geniuses.

Brought the phone to the Apple store. everything set up fine... just wasn't working. Sales person able to manually debit the card but didn't work using the phone somehow. Recommendation is to upgrade to OS 15 and see if it fixes the problem. Will try that next.
