How to they work? Off our cell data plan? Or is there a different subscription plan for the AirTags? How many tags can on person/business have?

they communicate by bluetooth only so they rely on another ios device with bluetooth enabled to be within range to provide the location of said ios device (if gps is enabled) to apples servers where you as owner can receive the location on your ios device.
so to work they need another ios device within bluetooth range (likely around 50meters)
can't see why there would be a limit as to the number of airtags you can purchase apart from your cash limits.
