Proof of Purchase:

If locked out, do you have a Proof of Purchase (i.e. receipt or original packaging)? If so, then show it to Apple, so that you can get back in. If so, then you're likely locked out for good. Being locked out is a theft deterrent. So, take this as a learning experience, knowing to always keep a proof of purchase available, storing it in a safe location so that you have it in time to come.

For a disabled iPhone? I think you're mixing this up with activation lock
