eSIM not activating

Hello guys. I have the iPhone 13 pro and I went to my carrier to activate eSIM services (Vodafone GR). Neither manually or scanning the QR code, they couldn't activate it. In Settings -> Mobile Data there wasn't the option "Add Mobile/Cellular Plan". Scanning the QR code didn't pop up any notification to activate the eSIM and the carrier doesn't provide activation via their application. What could be the problem to this situation and how can we solve this?

Further to my earlier post, I would add that to use two different carriers, your iPhone must be unlocked. Otherwise, both plans must be from the same carrier. If a CDMA carrier provides your first SIM, your second SIM won't support CDMA. Contact your carrier for more information. 


If you have an enterprise or corporate cellular service plan, check with your company administrator to see if they support this feature.

Thank you so much for your help. I am not in China though and my iphone is unlocked. I was able to use a couple of different nano sim cards. As I said before I don't have the option to "Add Mobile Plan" in the settings and the iphone didn't pop any notification when scanning the QR code. And it is an iphone 13 pro so I should be able to do this.
