I don’t suppose there’s a way, now, to use the remote OUTSIDE of Control Center?

You can use Shortcuts to create an icon on the Home Screen that launches it. Or add that shortcut as a widget.

Both of those options would be as much or more finger movement than just swiping down from Control Center to get to the remote. But if that’s what you really want, go for it.
