pano mode in camera -- stuck in vertical orientation

Anyone else having this one today? -- iPhone 13 Pro w/latest update 15.02 iOS

Pano mode stuck in vertical portrait mode. Yes, portrait lock is off.

Camera refuses to rotate to landscape orientation in Pano Mode, is this new or how it is now. Vertical pano image looks terrible, so not sure what's happening.

Rotation works as normal in other camera modes.
