I cannot cancel my iCloud Storage Plan

I have attempted to cancel my subscription to Apple iCloud Storage Plan. Following directions provided through support apple.com, I can not cancel my subscription. How do I cancel my subscription? I have attempted to cancel my subscription to Apple iCloud Storage Plan. Following directions provided through support apple.com, I can not cancel my subscription. How do I cancel my subscription? I have a PC with Windows 10.

I have not owned or used Apple devices for at least six months but continue to pay a monthly charge.

Cancel upgraded iCloud storage by downgrading to the free 5GB plan. See instructions in: Downgrade or cancel your iCloud+ plan - Apple Support including, but not limited to, the following:

If you don't have one of these devices, contact Apple Support to change your iCloud+ plan.

and

If you can't click Done, make sure you are signed in with the same Apple ID as your iCloud storage plan. You can also try following these steps on a different device. If you still need help, contact Apple Support.
