Retrieving Permanently deleted emails on IPad Air 2

Unless you made an arrangement with some external entity (like your email service provider) to make backups of the email, they are lost. There isn't anything you can do on the iPad to bring them back once they are permanently deleted.

The clue is already in your description; “permanently deleted” is unambiguous in its meaning.
