Are you attempting to create an entirely new AppleID account, or update an existing AppleID account with a different primary email address (this being the “sign-in” username for the account)?
Be aware that if you create an entirely new AppleID account, you will lose access to any purchased App, Media, Subscriptions and Services that you have purchased from your original account. Purchases are forever tied to the account from which they are purchased; they cannot be transferred.
