iPhone storage

I’m at almost max Capacity for my iPhone storage and it is originally 64 GB and I tried to delete as much as I could and the number isn’t really going down what do you think I should do? I want to upgrade to a new phone but I can’t download everything to the cloud because of the high amount of storage I have is there a way I could upgrade the storage on this phone?
