Were your messages in your backup and you did not activate iCloud Messages? If yes to both you could set up your new iPhone from your backup and recover them. If not and you are in the US I don't know any cell service provider that retains text messages.

Having a new device, and not being able to transfer it, they're gone. So, ask you carrier if they can get these back.
