iPad Air Upgrade
I recently got an iPad air I would like to know if I can upgrade my storage and connectivity without purchasing a whole new iPad air? if can how can I go about doing that?

The storage on an iPad cannot be upgraded.
The iPad capacity is what you bought and cannot be changed other that buying a new iPad with bigger storage.
FYI: iCloud Storage does not extend what you have on your iPad.

It is impossible to increase the amount of RAM or internal storage in your iPad - as this is fixed during manufacture; what you have is fixed for the life of your device. You can, however, subscribe to a higher tier of iCloud storage - but this is not a substitute for internal storage. Similarly, if you have opted for the cheaper WiFi Only model of iPad, Cellular capability cannot be added.
If your internal storage is full, your only option is to better manage the storage that you have - and delete unused Apps or unneeded data.
