I understand that there is a limit to the number of Apple ID (iCloud) accounts an Apple device is permitted to create. However, you can also create an Apple ID on the Apple ID Account webpage Apple provides to manage Apple IDs. Read the instructions here - scroll down to the paragraph called Create an Apple ID on the web.
