No. A new version of iOS can not change the laws of the nation of Japan.

I have an iPhone XR that is a South Korean model, but I live in Canada. Prior to iOS 15, I was not able to disable the shutter sound but today I updated to iOS 15.1 and whenever I silence it, it seems to turn off the shutter sound (I tested this both on the camera app and Snapchat).

Hello rynmts and welcome to Apple Support Communities. It appears you are having some difficulty with the shutter sound on an iPhone.

Adjust the shutter volume on the iPhone camera

As noted in that article, the sound can't be turned off on devices sold in some regions. THis is a hardware consideration and can't be changed via an iOS update.
