You can no longer restore a specific email from TM which started with Catalina. You can restore an entire mailbox which is located in your library/mail/V8 directory but you will need to hunt through the crptic folders to find the one you want. I no longer rely on TM for mail restore so I use another app called "MailbackupX".

Open Finder and use the option key and pick "Go" from the top menu bar and select library. In there look for mail/V8 directory. In there you will fine some folders with cryptic labels. In one (or more) one those folders you will fine your email folders (some may be empty and if so pick another cryptic folder). You can then export the email folder to your desktop and then import into your Apple mail.
