Why did I get an email saying I was upgraded to Icloud for free but I still get a receipt for the icloud fee?

People who are subscribed to iCloud storage upgrades now get the additional functionality with it.

I received an email too saying I had been upgraded to iCloud+ for free, but the only way I can see to enable the iCloud+ functionality is to actually pay. Is there something I'm missing?
