When sending photos I keep getting "MMS messaging needs to be enabled" it is enabled.... what is going on?

iPhone 12 Pro Max, iOS 14

However shortly afterwards, I go back to messages and only see question marks where the picture I sent was. Other text recipients I see fine. See attached. SMS, MMS, WiFi Call, Call Forwarding, Call Waiting, Call Merge, Conference Call, Hotspot, VoiceMail (Visual or Normal) all are Carrier Specific features. Contact your Carrier (Cellular Service Provider), the agency that issued the SIM / eSIM to you.

You need MMS enabled by your carrier. and in your Settings. See the Pic below
