I have an activation lock on my old phone. I could not remember the password so I reset it but now I still cannot use the new passcode to open my phone with the activation lock on it

Is the Apple ID on the old phone the same as the one you currently use?
If you are having difficulty removing Activation Lock, you can get ahold of Apple Support or make an appointment at an Apple Store and ask them to remove it. They will ask for proof of purchase, i.e. the original purchase receipt.
