Hi! I had some issues with this myself because we used to have to plug in the phone to get our photos to a pc, but if you use iCloud Photos, there is no need to connect the phone to the pc. This article gives you the options of using iCloud OR import to mac OR import to pc: https://support.apple.com/en-us/HT201302

If you import to pc, you would have to 1st download originals to the phone because with iCloud photos, optimize storage is usually turned on as well, and then connect it to your computer. But icloud.com is a lot easier! If you go to iCloud.com & sign in with the apple ID that is signed into to the phone, you can import them right to your pc. I have included some articles that I used for this.

Personally, I found it easier to use icloud.com & just save them to my pc. I don't use iCloud for Windows because I ended up having duplicates on my pc & it was a mess. But my husband uses it on his PC & loves it.

I really hope that helps! :)
