Hi

Icloud is a sync service, not a backup service. It synchronises your libraries accross all your devices, it doesn't remove the photos from your device.

What you can do is turn on "optimise mac storage. Then iCloud will remove all the full size images from your library, leaving thumbnails and small previews only. Saves 80-90% of your library space.

However, it does need drive space available to complete that, so it may not be able to do it until you free up some space. I'd suggest trying it first and seeing what happens.
