Why can’t apple refund my money if

i get scammed in a Apple Pay request transaction? I got scammed, and contacted apple support 3 times each failed to at least try to refund my funds. The Apple ID is all they need to refund my cash back. So easy to lose money and no liability from Apple, they indirectly promote this one happen, as I’m sure I’m not the only one. Especially when the Apple ID that the transaction occurred with “Blocks,” you and no way of getting in contact!
