Walkie Talkie in UAE

I bought my apple watch in Dubai and my phone was bought in other country. I can’t even download walkie talkie. Is there any way I can activate Walkie Talkie? Even if I move to other country, then can I use this app?

I don't live in a country that this app is available but I am purchasing my apple watch in the US. Can I download the ECG app and pair with phone in the US and then have them shipped to my country for use? Can it work this way?
