This depends on transparency, as dialabrain noted, and... on whatever desktop image you have selected.
If you don't select reduce transparency, your menu bar appearance will be automatically adjusted depending on how bright or dark the underneath desktop image is.
If your Desktop image is mostly white, then you will get a whitish menu bar with dark text (even if you have Dark Mode selected)
If your image is dark, you will get white text on dark background.

No. The menu bar is light in light mode and dark in dark mode.

You're welcome. You can change that somewhat by enabling "Reduce transparency" in System Preferences > Accessibility > Display.
Thanks. that is very helpful. it might take some getting used to, but it also might be fun!
And I found that the 'Increase contrast' button actually changes the menu bar to white also and makes it even easier. to read than the reduce transparency button. Thanks again.
