If your apps get stuck downloading when your transferring them to your new Iphone 13 do this
a. Always allow b. Ask if over 200 mb c. Always ask
choose always allow and then all those apps will start loading. once loaded go back and reset your choices if you want

I had the same issue with my iphone 13 mini. I tried everything I read online; pause and restart, prioritize download, sign out and sign back in, hard restart - nothing worked. Then, I realized that a TV series in AppleTV was downloading in the background of it all. Once I stopped that, the apps seemed to download just fine.

We'd like to help you find the best resolution path for your apps stuck downloading after the transfer. We would recommend starting with the troubleshooting steps found here: If you can’t download or update apps on your iPhone or iPad. In addition to these steps, make sure you are connected to a strong Wi-Fi network and if you have any VPN connections, you may need to disable this temporarily. If you are connected to a Wi-Fi network, we also recommend to check Recommended settings for Wi-Fi routers and access points. Let us know if this doesn't help.

I had the same issue, so I 'paused' all the apps then went to one and 'proritised' it, still no joy so deleted Amazon Music then Garage Band (never use it) and my apps began to download. I'm not sure if it's specifically Amazon Music but it did seem to work and isn't an app I use anymore either.
Next tip, on my wife's iphone 13, I found holding down my finger on the app an extra second, opened a list that has "Prioritize Download" allowed her apps to download. Not sure why, but this worked for her phone. As mentioned above, for my phone, I found the apps listed in itunes under an old email, and I had to find that itunes password. The email address has been discontinued, but I had the itunes password recorded and it worked. Maybe someone else can explain what all of this means.
I just got an iPhone 13 Pro Max & had same problem. The data transfer from my old phone to new worked perfectly but transfer of all the APPs was taking forever. The way I fixed it was to turn off my phone for 5 mins then turn it back on. It restarted the APP transfers very quickly & they loaded within 5 mins. No deleting & reinstalling of APPs was necessary.
I have the new iPhone 13 Pro, did all the fixes I read on the internet. Nothing would work. I then deleted Amazon Music and the apps all updated. I then put Amazon Music back on. I was only going from a 12 Pro to the 13 Pro and all my apps were current on the old 12.
To the community...I discovered that for my iphone that I had to use an old itunes account name and password. Then, everything down loaded. This account is different from the icloud and apple account.
I had the same issue upgrading to iPhone 13 and also found that deleting Amazon Music did the trick. Since I no longer use the app I didn't need to reinstall it. All of my other apps then loaded properly.
Same problem, iphone X to Iphone 13.
Did all the hard reset, sign out and back in, left it overnight, none of that worked. Deleted Amazon music and did a 'prioritise download' on Ebay app and that did the trick, the apps all downloaded in a few minutes.
The same thing happened when transferring from X to 13 pro max.
I discovered that during the transfer my primary payment was an old expired card, I updated the card details and all the apps started loading.
Well, it looks like there is not just one fix. People are reporting many ways that worked and found one on their own that worked for them. It appears to be the common denominator that is disrupting the cycle.
I had been struggling for 2 days with this issue. None of the suggestions I read helped. Finally, I tapped each app that said “loading” to “pause” them all. Next, I tapped them one at a time, and as each finished loading, I went to the next. This actually went fairly quickly.
I can confirm this worked. I tried everything under the sun including power cycling the phone, logging in and out of itunes, yadda yadda. Nothing worked for me (on my iphone 13 pro) until i tried the "Prioritize Download" button on just one app: this caused all the apps to start downloading in short order.
I had the same issue, so I went onto my Apple ID info in settings and noticed that my old iPhone was still connected to my Apple ID. Once I removed the old device I restarted my phone and then everything downloaded.
