Hello! I can't buy a place in icloud because the icloud button is invalid (non-clickable). What should I do in this case? The storage on the phone is over, I want to move all photos and videos to icloud.

Can you enable any iCloud settings?
Did you make sure that there are no restrictions set up in screen time?
Moving your photos to iCloud will not save space on the iPhone, since deleting photos from the phone after enabling iCloud photos will erase those photos in iCloud as well.
You should copy the photos to your computer instead and delete some of them afterwards from your device.
