You don't have to live in any of the states you listed to not pay sales tax.

Alaska, Florida, Nevada, South Dakota, Texas, Washington, and Wyoming—levy no state income tax. Two others, New Hampshire and Tennessee, don't tax earned wages.
States that have no sales tax are Alaska, Delaware, Montana, New Hampshire and Oregon.
Mind you, this doesn't mean you can get out of paying sales tax by purchasing an item from a state that has none. Not unless you actually live in one of them.
You will need to check that - we are all other users here and do not have a list. Most states have a sales tax. Best way is to start by looking at Apple site for stores and then check if there is a sales tax there. Also remember that the warranties for iPhones and iPads are usually only valid in the country where they were purchased. And then you would need to pay import tax coming back to yours.
FWIW, Oregon has no sales tax.
Laws require all vendors to collect out of state sales tax, mostly depending on presence in that state.

In regards to this topic, if Apple has a physical presence in a sales tax free state, the seller (whether it's actually Apple or not) still must collect the sales tax for your state and remit it to that state. If they have no presence (or other pre-established nexus), then they aren't required to collect it, but the buyer is then required to make that sales tax payment themselves as use tax.
Not surprisingly, many people don't admit to buying something they weren't charged sales tax for and never pay the use tax to their own state. But there can be significant fines, on top of paying the tax, for not doing so.
