The settings are the same on both the IPad and iPhone.
I have turned off the IMessage service on each device and rebooted both.
Imessage works fine on iPhone 13 but is wonky on the IPad.
Suggestions?

Some users have found that the Text Message Forwarding setting on their iPhones need to be reestablished after some recent iPadOS installations.
On the iPhone, check Settings > Messages > Text Message Forwarding still shows your iPad Air enabled.
When a message arrives on one of my devices, I expect it to show up on all my other devices, as it used to prior to upgrading to IOS15.
