My Internet is - FINE.
I did the Apple check access to servers test- FINE.
But every day I struggle to open files stored in iCloud.
Keynote presentations, pages, numbers.
There are no cloud symbols with a down arrow tagged to the file in Finder.
Uploads hang.
been going for over 10 minutes now.

Which Mac model, and macOS are you using? You can find this information when you navigate to the Apple symbol at the top left corner of your screen, then go to "About".
Does the issue persists when connecting to another Wi-Fi network?
