unable to create clickable image in mail app signature

I can create clickable text in the Mail.app Signature editor (select the text and "Add link") but I am not able to to add a link to an image in my signature.

Something I read elsewhere implied that this is as designed. Is that true? I don't see how it makes sense to allow clickable text and not clickable images...
