Do you use iCloud for Messages? You can check by opening Settings ➔ Apple ID (Your Name at Top) ➔ iCloud ➔ Messages: Is this switch set to ON or OFF?

If that switch is set to ON then that message thread is deleted forever and you cannot recover it. If that switch is set to OFF, then you can restore those messages from a backup that was created BEFORE those messages were deleted. Note that, you can just recover a message thread from a backup. You have to restore the entire iPhone from a backup.
