i keep getting cant transfer data when trying to transfer data on to my new iphone 13 pro

I had the same problem trying to transfer data from iphone XR to Iphone 13 Pro. Keep getting Cannot transfer message.

I then decided to update my XR to the latest software update, 15.1. Viola, that did the trick. Transfer was successful after both iphones are using same version of the software. Probably because IOS 15 was such a big upgrade.
