I can not reset my security questions. I do have my apple ID and Password. Please help!

If you see the message "not sufficient information" see if at this stage you can still sign up for Two Factor Authentication:

If you cannot resolve the issue by signing up for Two Factor Authentication, "Contact Apple for help with Apple ID account security"; click here --> https://support.apple.com/HT204169

The solutions-matrix keeps ending up at the page suggesting to reset the security questions upon request I am prompted with the message that it is not possible to reset the security questions at this time, due to insufficient information.
Is there a way?
Did you read all of my previous post? Including the bit about calling Apple?
