I have purchased a iPad mini 5 it is WiFi and cellular. Wish to use this only as a WiFi it will find my router WiFi name but will not accept the password which I know is correct and working on other equipment. Do I need a SIM card for this to work?

Your WiFi+Cellular iPad does not require a SIM to work with WiFi. You only require a DataSIM/eSIM, with an active Cellular Service Plan, if you intend to use Cellular data.
If your iPad is not accepting the WiFi password for your network, very often a restart of your WiFi Router will resolve the problem. Just disconnect power for 30-seconds - then reconnect power and allow the Router to restart.

You should NOT need a SIM card to use wifi on your iPad.
Obvious other things to consider (which you may have already done):
Make sure the case of any letters is correct (and the case isn't locked).
Recheck confusable characters like 0/O and l/I.
Check for extra spaces on the ends of the password.
Thank you Markwmsn for you suggestions, I have closed done another IPad and entered the same password and all was ok and also entered the password a few times in my new iPad and it’s never been excepted.
Thank you for your advice LotusPilot, have tried the Router restart sadly this didn’t help. I feel it’s not a router problem as other equipment in the house is functioning ok (other IPads, iPhone and Smart TV)
After yet again entertaining my WiFi password the strength signal comes up for a couple of seconds then disappears 😢
