Unable to Activate

I was ersed my iphone 7 and start all over the begining.whats happend.first it was unable to activate my iphone couse i need to update ios 15.and i did it.first i was instaled ios 15.1rc and the same problem show again.than i was instaled ios 15.01 and when i started again after ordinary procedure i didn'have a problem like before just show me another text : "Unable to Activate.pic. no:1

Help me please.
