Will the Server app be supported in Monterey?
No-one here will know and until Monterey moves out of Beta and is fully available to all then its not really up for discussion or speculation either.
However, assuming Apple will continue to do what they've done in the past then there should be a Monterey compatible Server app available not long (usually) after the new OS is released. I also doubt you'll be able to use the current Big Sur Server app for Monterey and you will have to purchase it again to run it on Monterey.

After wiping the HD and reinstalling Monterey a few times and also MacOS Server 5.11.1
