Failed activation of Factory reset iPhone XS

i am trying to activate an iphone that i recently reset to factory settings and erased all content. it is not activating on my phone after i reset and turned back on and even when i connect to Mac laptop, i receive an error message saying activation failed. I also removed it from my apple ID account. as i tried to completely reset it. How do i get it to activate successfully.
