I am unable to play music from Apple Music or upload/download from the App Store as my “account has been disabled in the App Store and iTunes.”

According to this:

If you see a message that says 'Your account has been disabled in the App Store and iTunes' - Apple Support

Don't try to edit any of your account information. Instead, contact Apple Support for help.
