You will have to create the new account on a computer and then log in with it on the iPhone. The iPhone is restricted as to how may accounts can be created on a device. You have reached the limit. You can use a different Apple ID, you just cannot create it on that device. Use a computer and browser and follow these instructions, How to create a new Apple ID - Apple Support Just do not select the iPhone to do it.
