I bought a second hand iPhone and I don't know the Apple ID or password

I bought a iPhone from someone (stupid me barely know them) and they won’t give me the Apple ID and password well they have changed their story now they say they don’t know it. Can I get past this or am I out $50? I don’t even know what iPhone it is

You are out of luck. They never knew the password as it's very, VERY likely to be a lost or stolen phone. It will be forever useless without that information.
