My iphone 11 Pro Max is stuck on SOS.

I usually get signal via wifi when at home, but for a few days i havent been able to use the phone for calls, as i normally do. I can access the internet but no calls. I have tried turning the phone off and back on several times. Also rebooted the wifi/modem. Can anyone help?
