Why are Apple Music Files "Ineligible" under Cloud Status?

I signed out of my Apple Music account and signed back in. Now, most of my music files show as "Ineligible" in the Cloud Status column!

How can this be when ALL the files have been downloaded from Apple Music on my iMac, in the HLS media format? None of the files have been ripped or modified in any way. How is this possible?

I remove the download, then select download again but it does NOT change the ineligible status at all.

I have to admit, the Music app leaves a lot to be desired. Every time I log out of my account and log back in, playlists from weeks past suddenly reappear, only to disappear the next time I sign into my account.

Apple needs to stop developing new applications for the Mac without first ironing out problems that still persevere in the new versions.
